There are so many ambiguities in the resolutions, and the interpretation seems very much dependent on the person interpreting them, with students interpreting it one way, facilities another. If we could convert this to a programmatic form (like many countries have done for their constitution) it could avoid so much confusion</p>",

This seems to be a pretty large research area.
